In an announcement made last week Gov. Kathleen Sebelius said she would attempt to enforce a strict ban on marriages involving anyone under the age of 16. Kansas currently allows anyone under the age of 18 to marry with the consent of a parent or judge. The law has been the subject of… |

State age to wed could change.
-Local legislators say they want to revisit the state's marriage law after a 22-year-old Nebraska man brought his pregnant 13-year-old girlfriend to Kansas to marry her. Matthew Koso of Falls City, Neb., has been charged with having sex with an underage girl. And Nebraska Attorney General Jon Bruning last week called the Kansas law permitting the marriage ridiculous. Kansas Rep. Don Myers, R-Derby, used the same word for the law. He said he did not realize it set no minimum age for marriage. Sebelius expects no change in marriage law
Gov. Kathleen Sebelius would not say Wednesday whether she supports or opposes gay marriage, only that she does not think a Massachusetts court's ruling on the issue will lead to a repeal of Kansas' ban anytime soon. Massachusetts' highest court on Tuesday ordered legislators in that state to replace within 180 days that state's same-sex marriage ban with a policy permitting gay couples to wed. In 1996, Kansas legislators overwhelmingly approved a bill reinforcing a long-standing policy of recognizing only unions of one man and one woman. Kansas Law on Gay Sex by Teenagers Is Overturned
Matthew R. Limon had just turned 18 when he had consensual oral sex with a boy just shy of 15 at a Kansas school in 2000. He was convicted of criminal sodomy and sentenced to 17 years in prison. Had the sex been heterosexual, the maximum penalty would have been 15 months. Yesterday, the Kansas Supreme Court ruled that the starkly different penalties violated the federal Constitution's equal protection clause. It said the state's "Romeo and Juliet" statute, which limits the punishment that can be imposed on older teenagers who have sex with younger ones, but only if they are of
Marriage law’s change sought
Gov. Kathleen Sebelius on Friday called for the Legislature to pass a law setting the minimum age to marry at 16. And she wants lawmakers to study the issue in depth between now and the start of the legislative session in January. Thanks, but no thanks, said the chairman of the Special Committee on the Judiciary, where the governor wanted the issue sent. "That is a pretty simple, straightforward issue," said Sen. John Vratil, R-Leawood. "We really don't have time." Vratil said he expected the proposal to pass quickly during the regular session and urged legislative leaders -- who decide where to send issues
Lawyers argue 1913 marriage law in Mass.
Lawyers clashed in a Massachusetts courtroom Tuesday, arguing the pros and cons of a 1913 state law that purports to ban non-resident marriages if those marriages would be void in a couple's home state. Michele Granda of Gay and Lesbian Advocates and Defenders (GLAD) represented eight same-sex couples from outside the Bay State. Five of those couples were married in Massachusetts before the state attorney general, Thomas Reilly, ordered town clerks to desist from granting marriage licenses to non-residents. The other three plaintiff couples were turned away at the figurative altar. The 1913 law, enacted during a period of national hysteria over
